Cloudia becomes provider of competitive tendering

Cloudia and Hansel signed an eight-year framework agreement in March 2015 whereby Cloudia was selected as the government’s provider of electronic competitive tendering solutions. The target is to comprehensively automate and boost the efficiency of processes involved in the life cycle management of tendering for Hansel and all other government procuring entities. Deployment of the solution within government units will begin in autumn 2015.

The electronic tendering process is expected to accelerate procurement, reduce the administrative burden and increase transparency in awarding contracts. Further aims include reducing environmental effects by cutting down paper consumption and the number of paper documents that need to be filed. The framework agreement has been awarded Hansel’s own ecolabel.

The e-tendering solution allows purchasers to invite tenders online and suppliers to submit their tenders by answering questions made by procurement units. The solution also enables electronic auctions and, at a later stage of the process, mini-competitions and contract management within framework agreements.

“Our service package is ideal for the government’s stringent requirements, and the electronic process also serves suppliers’ needs. The framework agreement enables wide-scale use of the solution covering the entire process, which will lead to substantial savings in process flows and working time. The framework agreement will serve as a valuable reference for us as we internationalise,” says Cloudia’s CEO, Are Saarinen.

“By implementing the e-tendering solution, we are also supporting key strategic and other objectives in central government procurement,” says Hansel CEO Anssi Pihkala. “We also aim to harmonise procurement planning, tendering processes, contract-making practices and contract management.”
